In a sentence. Permitted for holders of a government licence or permit — lawful, but gated by approval.
A licensed status means the activity is legal for those who obtain the required permit. It is a positive, regulated posture: the state allows the activity but supervises who does it. Common for cultivation, processing/extraction, and controlled trade.
