In a sentence. The act of moving an activity from prohibition into a lawful, usually regulated, regime.
Legalisation is the transition itself: a previously prohibited activity is made lawful, normally inside a regulated market with licensing, standards, and taxation. It goes further than decriminalisation (which only eases penalties) and delisting (which only removes scheduling).
