Dry-weight basis

In a sentence. THC limits are measured against dried plant mass, not fresh weight — the standard reference for the percentage.

THC percentages are expressed on a dry-weight basis: the cannabinoid mass divided by the dried plant mass. Fresh material contains water that would dilute the figure, so labs dry samples to a standard before testing. When the Atlas records "1.0% THC", it means 1.0% of dry weight.
